Importance of consular registration
  • Pursuant to Article 1 of Decree 61-553 of 12 October 1961, “the nature of the responsibilities of Consuls of the Republic of Madagascar abroad results from the protective role they assume with respect to Malagasy nationals. In order to allow them to provide this protection, a system for registration with diplomatic and consular offices has been established for Malagasy nationals. »

  • In the event of an accident, unforeseen event or difficulty with the local authorities, the consul is able to intervene immediately in the interests of registered Malagasy nationals whom he consequently knows and whose situation he knows to be in order. Much time will however be lost with unregistered Malagasy nationals, in seeking out proof of their Malagasy nationality and their legality.

  • Registration facilitates the administrative procedures required by Malagasy law. Consular offices may require presentation of a valid consular registration card before issuing any of the documents they produce.

Exemption from the formality of consular registration

The following are excluded from registration:
  • Malagasy whose status with regard to military service is not in order;

  • Malagasy who, having been sentenced by Malagasy courts with corporal confinement and loss of civil liberties, have failed to serve their sentences, unless the latter have lapsed;

  • Malagasy who perpetrate acts contrary to the security of the State.

The following are dispensed from registration:
  • Appointed agents of the Ministry of Foreign Affairs posted abroad;

  • Diplomatic and consular office advisers and attachés;

  • Military personnel of all ranks serving abroad

  • Dependent spouses, children, parents and grandparents living abroad with any of the aforementioned persons.

Consular card: documents to be provided
  • two copies of the application form (here);

  • a document providing evidence of Malagasy nationality (national identity card, certificate of nationality or of naturalisation, Malagasy passport, etc.);

  • a criminal record certificate;

  • Belgian residence permit or identity card for persons with dual nationality;

  • 2 ID photos;

  • proof of address. If you are staying with friends or family, also provide a statement of lodging on plain paper with 1 photocopy of the ID document of the person with whom you are staying.

Validity: 3 years renewable.
