Over the age of twenty-one, naturalisation must be requested in accordance with Order 60-064 of 22 July 1960 containing the provisions governing Madagascan nationality, and particularly Articles 27 and following there of.
Article 27: "Naturalisation can only be granted to foreigners who meet the following conditions":

Over eighteen years of age.

Sound of mind.

Present no danger to the community due to their physical state of health, unless the ailment was contracted while acting in the service or interest of Madagascar.

Good conduct and moral standing; no conviction with a sentence to serve more than one year in prison, not expunged through rehabilitation, for a common law infringement that is punishable under Madagascan law by a criminal sanction or correctional incarceration, nor a conviction for theft, swindling, breach of trust, possession of goods obtained by one of these crimes, usury, public indecency, procuring, vagrancy or begging, not expunged through rehabilitation.
Convictions pronounced abroad may however not be taken into consideration.

Normally resident in Madagascar during the five years preceding submission of the application and at the time of signing of the certificate of naturalisation (people born of a Madagascan mother may be exempted from this condition);

Provide evidence of their assimilation with the people of Madagascar, notably by demonstrating sufficient knowledge of Malagasy, according to their condition"
Article 28: "In the event of rejection, a new application may not be submitted until two years have elapsed from the date of the rejection"
Article 29: "The following may however be naturalised without fulfilling the condition of residence":

Foreigners who have provided important services to Madagascar, such as contributing scientific, artistic or literary talent, introducing new industry or useful inventions, creating industrial establishments or agricultural concerns and, generally speaking, people whose naturalisation is of particular interest to the Republic of Madagascar.

In these instances, the certificate will be issued by the Council of Ministers.

The wife of any foreigner obtaining Madagascan nationality.

An application must be addressed to the Ministry of Justice stating the reasons for the request and accompanied by all the necessary documents, i.e.:
- Full copy of the birth certificate
- Criminal record certificate
- Certificate of good moral standing (certificate de moralité)
- Certificate of nationality of the mother (if the mother is Malagasy)
- N.B.: this is not an exhaustive list and the Ministry of Justice reserves the right to request additional documentation.
