BIRTH, MARRIAGE AND DEATH CERTIFICATES The functions of registrar are performed abroad by Heads of diplomatic missions who are assigned a consular area for which they are responsible and Heads of consular posts. They keep registers of births, marriages and deaths, draw up certificates concerning Malagasy nationals and their families directly, and issue them any copies, extracts, records and certificates they may need. If the certificates are issued by the local authority, they may transcribe the contents and give the party concerned copies and extracts of that transcription. Diplomatic or consular authorities, duly vested with the functions of registrar, may only draw up or transcribe certificates concerning Malagasy nationals, in accordance with the provisions of Malagasy legislation and to the extent permitted by local agreements and laws. There are different categories of certificates for birth and death, recognition of children born out of wedlock, simple adoption, change of name, and marriage. Transcriptions are carried out on production of a full copy of the certificate drawn up by the local authorities. However, in certain cases of force majeure, in particular where foreign law does not authorise the issuing of a full copy, production of an extract suffices. |
